The obstacles of Information Technology in Educational Practice.

In promoting the advancement of technology in different part of the countries, the innovations become effective but the issues of not maximizing the use of technology remains as is. Below are the hindrances and obstacles of some country in promoting the technology that based on my observation.

1. Unclear or inadequate copyright law relating to crucial provisions such as fair use and educational use;

2. Extensive adoption of digital rights management technology to lock up content;

3. Practical difficulties obtaining rights to use content when licenses are necessary;

4. Undue caution by gatekeepers such as publishers or educational administrators.

Sub Topics: ( observations)

* Upon not having the copyright law, the way of maximizing the educational tool become slow because of prioritizing the non-sense advertisements and other non-related topic about education.
a. My suggestion with this is that they should be a space which educational contents are included.

In some instances, traditional institutions are making their educational content available to the general public online. In other cases, individuals who may have no connection to formal academia can nonetheless engage in teaching and learning with one another through the use of new technology.
a. so, how can a remote area could maximize their educational practice if there is no connection in the internet and they can't even access.

* Next thing that I have observed is in line with the resources in the internet. Both sides are arguing about the publishing of the whole articles about their topics for the reason also that they much concern about that hackers who will copy all their articles. Because of this issues, they want to encrypt to the access so as not to hack their articles. So, the main point here is that how they could use the information of Information Technology if the obstacles of it is not giving the whole knowledge about Information Technology.
a. if one could allow to let just copy their works, maybe there is no problem in teaching I.T in education.

* In an article that I have read, for me it is an obstacle also if one school is not totally adapting the use of digital learning for the reason that it according to them, it would be more effective if a student would do the activity in actual so that they could easily understand the lessons or that activity they are performing.
a. for me in contrary, if they are not practicing the use of technology in education, they would spent more time in teaching and in learning. aside from that, if they portrays an exhibit, they could find it hard to understand because it is not actual but just a picture from the computer.

* One of the Institutions said that they will use face-to-face teaching as they know it is an effective way of developing their education.
a. in this way, the student could perform well and can submit the requirements on their studies.

*Lack of Workshops on Technological Literacy
a. even though there more teachers who knew on how to operate a computer, there is a problem in technological literacy because they are not knowledgeable enough when it comes to computer works and so, as I observed, how will they practice the use IT if they are lack of information about the usage of the computer.
b. i suggest that a teacher should be updated about the innovations of IT and keep in touch with the IT development because only their awareness would help them to overcome their obstacles.

* The next one is the problem of putting the methodologies in the contents.
a. Even though the teacher uses IT as an instruction, they could find it hard when it comes to formulating the topic about their lesson.
b. my suggestion is they should formulate a methodologies which thye think is compatible with their instructional contents.

* Problems in Funds.
a. it is hard for them to produce more computer because they lack of money to but some computers.

Conclusions:
It is important to know the advancement of technology so as not to be depart form the new generation. It is important also to be more aware to our environment. but what is important is to have balance in teaching in technology and in teaching practically.

The ICT strategy recognizes that to focus on technical skills alone is to limit the vision of ICT in education. Rather, the focus must be on extending and deepening educational experiences to work towards further developing an innovative and thriving society. as i observed the strategies of new zealand, I can say that the innovation of It is being took place. they emphasizes their economic growth, to improve their well-being, and to support sustainable development. In addition, the thing which New Zealand can be an effective country was having a capability to change the manner which they think will be the hindrance to their success and for instance, it focuses on hoe to be an independent person as well as how to change not only the lifestyle but also themselves. But whatever it takes, they must see to it that they are not abusing any resources for their own goods and benefits because as what I have observed, the New Zealand focuses on the improvement on their country but if we think about it, they could also harm or destroy the natural resources by means of research works and investigations.

The ICT strategy of singapore focuses on the preparation of the students to be equipped and skilled in the near future. With the use of IT, they can improve their research works, instructions, curriculum, assessment, personal development, and culture of the school. Since a particular school has it's different curriculum depending on the teachers, the ICT helps the teachers to improve the curriculum and since they are helping developing the curriculum, it is right also to recognize them. The buildings and infrastructures are also the major need of a school and by this, the Singapore also emphasizes the constructing the buildings and putting some enhancement in teaching and learning styles. As general, the innovation of Singapore to be totally progressed, depends on the ICT development that may fits or can meet their goals and personal interest for future purposes.

From hoping to have a successful career, the Hong Kong formulated an innovative plan for sustaining the needs of the people specifically thier Education. Since Education is the main concerned of this plan, they are now promoting the IT as the best solution for difficulties in class. For effectiveness, Hong Kong made an alliance by combining the education which is the main concern and the manpower to help to promote IT as an innovative way in teaching and learning. But not only promoting this ICT, as of now they are aiming for a 25% change of their curriculum.

ICT Policies and Strategies in Malaysia
Since Malaysia has implemented a computer system on 1966, the government helps them by facilitating the new innovation of Malaysia in teaching, learning and the way of living. This ICT innovations really impart to the individuals with potentials to be holistic and with integrated manner. The Malaysians has it's plan and this is the so called Vision 2020 which aims to be more effective and as I observed, they are now transforming the master plan or system to new innovations so that it would be easy for the Malaysians to operate and perform the said activity. The school of Malaysia does not only emphasizing the use of technology but their way of delivering the curriculum to an effective way and also the government in Malaysia helps the school to be equipped in their learning environment by putting up some buildings and learning centers.

This country was known for their successful distance educations which aims to promote and educate to learn the modern way in learning through ICT in remote places so as not to be left by the generation. Through this, the country of Australia was never been left by moern way of living at the same time of learning. Just like other countries that have mentioned, Australia also aims to have an effective strategy in teaching so they chose to use ICT as an innovative way of teaching. I can say that Australia has a good way in teaching for the reason that their all people may learn in an effective way.

They uses IT system enable to the people to be more effective specifically in job market. the government has a vision of transforming the Filipino to excellence-driven, global in perspective, innovative, ingenious and creative, with a deep sense of community and concern for harmony and the common good. They are producing a competitive person which can be excellence in their chosen fields of specialization. I have observe that Philippines is making a way to improve, develop their styles, their way of living just like the other countries so that is why they created an enhancement to sustain this innovations. as a citizen in the same country, I can say that the government must help to promote the right way of learning the lessons and improving the curriculum. I am emphasizing to the needs of the fellowmen not just by personal interest but by public demands.
